TXM Recruit are working with a business to mobilise a transport service, we are searching for a Programme Manager will ensure that the appropriate governance, process and procedure is in place and adhered to.

Responsibilities
  • Define and manage the governance and programme reporting in line with organisational and project requirements and proactively monitor progress, resolving issues and initiating appropriate corrective action
  • Administer governance arrangements and ensure all business process and procedure are adhered to, including any compliance requirements.
  • Manage reporting of the programme accurately and in line with agreed deadlines
  • Chair programme governance meetings as required
  • Ensure effective quality assurance and the overall integrity of the programme
  • Ensure the delivery is to the appropriate level of quality, on time and within budget, in accordance with the programme plan and programme governance arrangements
  • Work with teams across the business, including but not limited to, procurement, finance, IT, HSSE and infrastructure teams to support the delivery of projects on time and within budget.
  • Manage both the dependencies and the interfaces between projects
  • Support the transition where appropriate into a business as usual position
  • Support the planning, prioritisation and resourcing of the programme
  • Utilize rigorous risk identification and mitigation process on an ongoing basis.
  • Report the progress of the project/programme at regular intervals in line with agreed requirements
  • Track the delivery of project benefits and produce a portfolio of use cases
  • Actively promote and support the development of the PMO within the business
  • Take a leading role in identifying innovation and best practice within the industry
  • Establish and foster a culture of continuous improvement by identifying improvements across the business and challenging stakeholders in a positive and constructive way

Education & Experience
  • Educated to degree level (or equivalent experience)
  • Project Management - PRINCE2/APM
  • Proven track record of leading projects/programmes in a multi-stakeholder environment
  • Demonstratable proactive management of programme delivery, risks and issues
  • Project Management in a matrix organisation
  • Experience of writing and gaining support for business cases
  • Track record of developing strong relationships within a multi-discipline environment
  • An understanding of railway operating principles
  • Proactive problem solver who can work independently to identify and deliver solutions
  • Ability to build positive relationships across all levels internally and externally and actively coach and mentor colleagues
