Do you have experience with NEC 4 Contracts?
If so, TXM Recruit are working in partnership with a high-profile railway client. They have a Fleet Replacement Programme and are looking for Procurement Specialist to join their team located in the West Midlands on a contract basis. The role is paying up to £450 per day.
Principal Accountabilities:
- Supporting the strategic sourcing activity to identify the right suppliers & delivery partners for client in line with the Procurement Policy and Procurement Regulations.
- Prepare and negotiate contracts and contract amendments necessary to meet business requirements and franchise commitments/obligations ensuring commerciality to the business.
- Advise and support stakeholders on the best practice for obtaining best value for money and the highest quality for goods and services required by the client.
- Provide the primary interface between the client and external lawyers for matters relating to contracts.
- Hold suppliers accountable to support the delivery of their contractual agreements through clear and robust contract management.
- Lead stakeholder meetings and ensure compliance of policies are regulations through governance within the business.
- Manage the tender process timeline, key milestones, and communications with the bidders via the tender portal.
- Experience or knowledge of regulated procurement, in particular Procurement Act 2023, or Utilities Contracts Regulations 2016 is essential.
- Leading strategic capital procurement projects or programmes for the public sector.
- A strong background in tender preparation, development and management including negotiation.
- Extensive experience of developing NEC3 and NEC 4 ECC Contracts.
- Cross sector experience with a strong public procurement background is highly desirable.
- Have achieved or working towards MCIPs accreditation.
- Preferably possess degree related to construction, civil engineering, or quantity surveying.
- Preferably possess experience working in Utilities, Infrastructure (roads, rail etc) sectors
Job Title: Procurement Specialist
Salary: up to £450 per day (outside IR35)
Contract: 6 Months – ending December 2025
Hours of Work: Full Time – 5 Days a Week
Potential Start Date: 2nd June 2025
