Performance Data & Compliance Manager – Rail
Midlands
3 – 6 month contract

We require a strong Performance Data & Compliance Manager to join a rail business on a 3 – 6 month assignment to support the business with analysing and reporting on performance data.

Role Overview

To provide leadership, process and technical advice and support for the business in compliance with the Performance elements of the National Rail Contract (NRC), the development of performance analysis and report production.
Ensure all reporting is accurate for the business which will form compliance with the Train Formation Capacity Plan, key contractual mechanism reporting.
Provide accurate, informative reports and analysis to the business to ensure the output matches the needs to drive continuous improvement. Use data modelling to forecast targets in line with our contractual regimes and negotiate targets for the business as part of the annual business planning process with the DfT.

The Role

•           Be the expert for contractual performance and capacity regimes under the National Rail Contract, negotiating realistic targets with the DfT as part of the annual business planning process and report on progress as required.
•           Ensure timely and accurate reporting in line with the contract, business improvement and industry requirements is completed.
•           Lead the process for the delivery of the Train Formation Capacity Plan, whenever required to be produced, compliant with the requirements of the DfT and the National Rail Contract to ensure maximum compliance with the contract and optimisation of performance regimes.
•           Lead the notification and completion of Force Majeure, Operational Target Amendment and Exceptional Event claims when triggered to protect the commercial interests of the business.
•           Support the Performance Regimes Manager with reporting on Delay Attribution and Schedule 8 performance.
•           Lead the team in the same vision for excellent data, analysis and reporting ensuring cross cover of activity within the team. 
•           Work closely with business partners in the development and management of performance improvement initiatives/plans and risk mitigation plans, providing data and analysis on whether plans are yielding the anticipated benefits.
•           Drive improvements and efficiencies in data production on performance, reviewing systems, processes and driving automation capabilities.
•           Lead system and data production, understanding how data flows through systems and how to maintain reporting, whilst also identifying areas for improvement in the current approach.

Key Skills
 

•           Analytical thinker with experience of working with lots of data, who can communicate complex performance data to line managers in a useful, understandable format.
•           Good understanding of rail industry performance processes, including the delay attribution process, performance regimes and compensation mechanisms.
•           A good knowledge of Power BI and its workflows will be highly advantageous.
•           Good knowledge of office software including Excel, Word, Powerpoint and Outlook.
•           A thorough knowledge of train operations software such as Trust and Bugle.
•           Able and experienced in influencing and negotiating with others and to challenge appropriately.
•           Experience of leading a team and associated management responsibilities.
•           Strategic awareness; able to seek a broad range of information to make informed decisions and ensure business success.
•           Adaptable, proactive and works on own initiative.
•           Manages risk and opportunity.
•           Able to prioritise tasks in a busy environment and manage workload appropriately.
